The Arsenal duo were among the most high-profile names absent from last month’s Ballon d’Or nominees, with Fifa and France Football having returned to handing out their own awards after briefly merging the two between 2010 and 2015.
Alongside Ozil and Sanchez are London representatives N’Golo Kante of Chelsea, another who missed out on Ballon d’Or consideration, and Dimitri Payet of West Ham United.
There are no Tottenham players among the 23-strong shortlist, though Hugo Lloris is in contention for the Ballon d’Or.
Champions Leicester have Riyad Mahrez and Jamie Vardy nominated whilst Sergio Aguero, Kevin De Bruyne (Manchester City), Zlatan Ibrahimovic and Paul Pogba (Manchester United) are the other players in the running for the award.
Real Madrid forward Cristiano Ronaldo is likely to be the favourite for the prize after winning the Champions League.

Voting will be open to the public with members of the media and the captains and head coaches of national teams also deciding on the winner, who will be announces at The Best Fifa Football Awards in Zurich on January 9.
